Winner argues it two ways. First, a specific design can decide a political matter on its own — Robert Moses’s deliberately low Long Island overpasses that kept buses, and the poor riders on them, off his parkways; the mechanical tomato harvester that erased ~32,000 jobs to serve large agribusiness. Second, some technologies are inherently political — the atom bomb demands a centralized, authoritarian chain of command to exist at all.
